With reference to your letter No. F 1643/51/87, of
the 20th June, and to the subsequent correspondence, relative
to the control of the opium traffic between the Persian Gulf
and the Far East, I am directed by the Secretary of State for
India to enclose, for the information of the Secretary o
State for Foreign Affairs, a copy of the marginally noted
Secretary to Goverment of
papers on the subject 12, 12th July 1923, and

I am to invite attention to the
difficulties indicated in the telegram
from the Resident, Persian Gulf, and in particular to his
opinion that the issue of King's Regulations as proposed
will accentuate the tendency to charter Japanese or Chinese
boate for the express purpose of carrying opium. This
point was discussed in Mr. Wakely's letter P.1635 of the
29th May, and Viscount Peel will be glad to learn whether,
in the circumstances, the Marquess Curzon of Kedleston thinks
it desirable to proceed with the issue of the Regulations,
Should His Lordship decide to do so, Lord Peel has no
further objection to raise.
A copy of this letter and of its enclosures has been
sent to the Home Office.
